The Islamic Development Bank Institute (IsDBI), in collaboration with the Islamic Development Bank’s Treasury and Risk Management Departments, successfully conducted a specialized executive capacity-building program for senior management officials of the Central Bank of Libya (CBL) from 27 to 30 July 2026 at the IsDB Headquarters in Jeddah, Kingdom of Saudi Arabia.
This strategic initiative was delivered under the framework of an IsDB Technical Assistance Project extended to the Central Bank of Libya, aimed at supporting the development and growth of the Islamic financial services industry in Libya and strengthening institutional capabilities within the country's financial sector.
The four-day program, themed “Operational Aspects of IsDB Treasury and Risk Management,” brought together senior professionals from CBL to gain first-hand exposure to international best practices and operational frameworks employed by IsDB as a leading multilateral development institution. The program comprised 12 intensive sessions facilitated by subject-matter experts from IsDB’s Treasury and Risk Management Departments.
The sessions covered a comprehensive range of advanced topics, including Sukuk issuance, pricing and valuation methodologies, green and sustainability Sukuk, liquidity and portfolio management, treasury operations and settlements, credit and investment risk management, portfolio risk monitoring and reporting, market and model risk management, operational risk frameworks, cybersecurity and emerging AI-related security risks, as well as IFRS 9 Expected Credit Loss (ECL) methodologies.
Throughout the program, participants engaged in in-depth discussions and practical learning exercises that provided valuable insights into modern treasury practices, risk governance frameworks, and the key factors underpinning effective financial management within international financial institutions. The sessions also showcased IsDB’s extensive experience and expertise in managing treasury and risk operations in accordance with global standards and Islamic finance principles.
The program was commended by the participants for its relevance, quality, and practical orientation. The event concluded with a certificate award ceremony recognizing the successful completion of the program.
This initiative reflects IsDBI’s commitment to advancing human capital development, facilitating knowledge and skills transfer, and enhancing institutional capacity across IsDB member countries, while supporting the sustainable growth of the Islamic finance industry worldwide.
