The report highlights how microcredit has been the main instrument for developing capital-strapped microenterprises and for poverty alleviation. However, empirical evidence suggests that a heavy cash outflow burden on microenterprises stifles growth during microenterprise evolution. Therefore, access to credit is not enough to resolve the poverty crisis and the success of microenterprises.

It covers the Islamic social finance sector in five north-west African countries, namely Algeria, Libya, Mauritania, Morocco, and Tunisia. The report reveals that the Islamic social finance sector, comprising of zakah, awqaf (Islamic endowments), and Islamic microfinance, has huge potential that remains largely untapped in the region. It finds that the existence of dedicated laws of zakah and awqaf in countries like Algeria, Libya and Morocco has had significant positive impact on mainstreaming of the sectors. Therefore, the report recommends similar action in Mauritania and Tunisia, where draft laws have already been prepared based on positive recommendations of numerous studies over the years. This report is a result of IRTI’s multi-year flagship initiative to address the knowledge and information gap pertaining to the zakah, awqaf and other not-for-profit sectors in member countries of the Islamic Development Bank (IsDB). ISFR 2020 is the fourth in the series of ISFRs published by IRTI. The first report focused on the South and South-East Asia region, the second report on sub-Saharan African region, and the third on Central Asia, Balkans and the Russian Federation.

In the lecture, titled ‘Search Models, Samuelson-Friedman’s & Hosios’ Inefficiencies and Islamic Finance’, Dr. Al-Jarhi argues that mainstream economics (known as neoclassical economics) has many limitations, and therefore economists need to be able to identify the weaknesses and propose alternative frameworks. The principles of Islamic Economics, he argues, provide such a framework.
- [The Case of Social Impact Bonds: Unveiling Social Impact Investing Mechanisms in Relation to Islamic Finance Principles](https://isdbinstitute.org/product/the-case-of-social-impact-bonds-unveiling-social-impact-investing-mechanisms-in-relation-to-islamic-finance-principles/): The paper explores, from a theoretical perspective, a feature that Islamic finance and impact investment seem to share. In fact, according to most relevant narratives from the impact investment world, the price of capitals does not always need to be conceived as a function of the applied interest rate, rather it is defined as a function of public value creation. In particular, moving from the perspective of the Islamic finance, the paper explores theoretical aspects, logical underpinnings and empirical dynamisms of one of the many available impact investing tools, i.e. the so-called social impact bond (SIB). A SIB is a bundle of contracts through which several actors engage themselves with the purpose of creating public value by aligning different interests. This theoretical de-constructive approach will allow identifying key contracts and financial logics underpinning the design and implementation of a SIB, setting the ground, from a conceptual perspective, for a constructive translation of a SIB into the Islamic finance language and principles. The attempt aims at exploring commonalities between innovative social finance instruments and Islamic finance principles. The paper will thus contribute to a first exploratory effort in the field of an emerging impact investment practice that should facilitate setting the ground for further comparative studies of Islamic finance and social finance mechanisms, thus acting as a conceptual framework for possible bridges between different worlds.
- [Does Islamic Banking Favor Price Stability? Empirical evidence from the GCC, Iran and Sudan](https://isdbinstitute.org/product/does-islamic-banking-favor-price-stability-empirical-evidence-from-the-gcc-iran-and-sudan/): This paper studies the relationship between Islamic banking growth and inflation in the Gulf Cooperation Council (GCC), Iran and Sudan using monthly time series and unbalanced monthly panel data covering the period 2001-2015. Several econometrics models are applied, including single equation model, panel ordinary least squares (OLS) and vector error correction model (VECM). The empirical findings revealed that Islamic banking does not increase domestic prices in all the models applied. According to the single equation OLS results, Islamic banking growth dampens domestic prices in Oman, Qatar and Iran. From VECM analysis, in the short-run, Islamic banking decreases inflation in Iran and Sudan and in the long run, Islamic banking growth dampens inflation in Bahrain and Iran. The panel regression results revealed no indication that Islamic banking growth increases inflation. Five out of seven countries considered in the study revealed that Islamic banking dampens domestic price inflation. Inflation inertia, monetary growth and exchange rate depreciation are the main factors that increase inflation in these economies. The impact of an increase in international food and oil prices on domestic prices reveals mixed results. While an increase in international food and oil prices increases domestic prices in certain countries, it dampens inflationary pressure in some other countries, which could be due to government subsidies. The empirical results underscore the need for economic diversification and reducing heavy dependence on oil. The results also highlight the need for the authorities to implement tighter monetary policies. The results offer new views and insight for further empirical work on Islamic banking and macroeconomic stability.

Looking at e-content consumption more broadly and leveraging innovative modern technologies, the Islamic Development Bank Institute (IsDBI) released a new e-book reader app dedicated to publications in Islamic economics and development.
- [IFE Lab Breaks New Ground in Islamic Finance](https://isdbinstitute.org/success/ife-lab-breaks-new-ground-in-islamic-finance/): As a joint initiative of the Islamic Development Bank (IsDB) and Mohammed V University, Rabat, Morocco, the IFE Lab’s aims are to prepare students to develop state-of-the-art Agent-based Simulation (ABS) programs; conduct research to create and test new Islamic financial instruments; and identify how these instruments can assist the economic development of IsDB member countries. The Lab is located at the Research Laboratory for Applied Mathematics (LERMA) at Mohammed V University’s Mohammadia School of Engineering in Rabat. At the IsDB level, following the initial foundational work, the implementation of the IFE Lab program came under the purview of the IsDB’s Islamic Development Bank Institute (IsDBI).
- [Islamic Finance Education Goes Global, Thanks to IsDBI Online Program](https://isdbinstitute.org/success/islamic-finance-education-goes-global-thanks-to-irti-online-program/): Digital technologies have matured rapidly in recent years. The implication to education is significant in that access to knowledge has expanded tremendously. For institutions like the Islamic Development Bank Institute (IsDBI), the opportunity to make impact is huge. As a premier research and training institute dedicated to knowledge creation and dissemination in Islamic Economics, IsDBI has been delivering training courses in this field for nearly four decades since its establishment in 1981. In the first three decades, most of the courses were delivered through face-to-face training while some were conducted through the traditional distance learning mode. These trainings have been pioneering successes in the field of Islamic Economics and Finance. However, with technology advancing fast, the opportunity has been growing to utilize newer technologies to reach wider audiences and achieve much bigger impact.
- [IsDBI’s Pioneering Work Highlights How Islamic Social Finance Can Help End Poverty](https://isdbinstitute.org/success/irtis-pioneering-work-highlights-how-islamic-social-finance-can-help-end-poverty/): Islamic Finance has steadily evolved over the last several decades with the spotlight shifting from Islamic commercial banking, insurance, investment funds and financial markets to Islamic social finance. However, the focus has often remained on the former, the for-profit segments of the Islamic economy. Studies and estimates for the Islamic financial services sector have traditionally excluded the Islamic social, philanthropy-driven and not-for-profit segments and focused on Islamic banks accounting for the bulk (nearly 80 percent) of global assets with the Islamic financial services sector. The other components under focus include: sukuk (15 percent), Islamic investment funds (4 percent), and Islamic insurance (1 percent). - [Unlocking the Transformative Power of Zakah for Financial Inclusion](https://isdbinstitute.org/success/unlocking-the-transformative-power-of-zakah-for-financial-inclusion/): Institutional development in the Islamic financial services industry has taken place at different levels where the Islamic banking sector continues to predominate in shaping the direction towards which the industry is heading. The Islamic financial industry, composed of four primary sectors, namely Islamic banking, Islamic capital market, takaful and re-takaful, and Islamic social finance, has achieved considerable growth. However, one sector that is often overlooked, but which carries immense potential, is Islamic social finance. This sector has proven to be more resilient than the first three mentioned sectors, and it can also help in achieving greater financial inclusion.
